This distinction does not matter if people feel unsafe regardless of "keeping it to yourself". It is still very creepy for a lot of people especially women and children. So what is the point of this "reminder"?
To point out that it's not hypochritical to treat differently a private recording and a published recording of a person that hasn't given you explicit consent
You have drawn an imaginary line on what will feel like an intrusion of privacy regardless. There is visibly hypocrisy by Meta employees.
