I cannot find any support for that. Variable nozzles are fairly rare (but not non-existent) on non-afterburning engines, and afterburning engines are fairly rare themselves (and sometimes restricted as part of demilitarization of a former military airframe), but both variable nozzles and afterburners are entirely legal for a civilian to own and operate.

That comes with a caveat -- this only applies to retail sales. Over half of States do allow private purchases with no background check.
