Yeah, no. That is not how it works, American private companies are not just allowed to provide weapons of war without executive approval. If you remember, Trump is the one who removed Biden's ban on providing them targeting and the intel to hit Russia directly. The entire "Zelensky, please stopping hitting Russian diesel production" Trump thing is just an act - the US holds the keys to their (and the UK/EU, for that matter) ISR feeds.
