Norway is approaching 100% EVs, and while that's juiced by subsidies, the other Nordics are not far behind. Sure, the cold cuts the range a bit, but the vast majority of people don't need the full range every day.
Boring pedantic distinction: Norwegian EVs aren't "subsidized", it's more that ICE cars are heavily taxed. They haven't actually been paying people to buy cars, partly because there's little domestic industry to demand subsidy.

The cold cuts the range by more than a bit. On my wife's Volvo XC40 Recharge, winter range is maybe 60% of the summer range. That's a pretty steep drop, and it means if you like to take trips longer than just driving around town the EV is a lot worse.
It’s generally not a real problem. Yes, you might have to make one more stop on a long trip, but new EVs can make a full charge in like 10-15 minutes.
We don't need to bring Norway into a conversation about how cold weather effects batteries.
