Simple supply and demand. Why risk smuggling heroin when fentanyl is 100s of times more potent, meaning its way better bang for their buck all other things being equal.
Does lithuania not have methadone or prescribable diamorphine? They should reconsider if not, not everyone is going to make it sober, much cheaper and better outcomes to being pragmatic about it.
