You're way overthinking this. The administration told Anthropic to let them do something, Anthropic said no, and then they got pissy and started throwing rocks and wouldn't back down because the defining trait of this administration is that they walk into stupid positions and then refuse to back down because backing down would make them look weak and wrong.
