Yes, gas engines have very bad efficiency. The best way to run them is with constant torque and RPM, that is, charging a battery

Yes, but it doesn't mean the overall system is better because of losses during the power conversion. It's usually better to have the engine driving the wheels directly which is possible with a continuously-variable transmission (CVT).
