Yes, obviously your average person buys a second hand car and new car prices(all of them, not just EVs) are out of reach.

But the article is about sales(as in - new car sales) - and your average Joe Smith buying a new car is increasingly likely to buy an EV because among other new cars, EVs have actually became affordable.
