TARGET 2: Ensure that by 2030 at least 30 per cent of areas of degraded terrestrial, inland water, and marine and coastal ecosystems are under effective restoration, in order to enhance biodiversity and ecosystem functions and services, ecological integrity and connectivity.

Uhh, yeah, I think that one was certainly known to be a non-starter when drafted in 2022. Most of the targets are vague and subject to interpretation. Some of them are loaded with overly effusive language. Not an agreement, it seems, that will garner much in the way of political support. It was clearly designed as idealism rather than policy.
