This seems far to low. First, I assume you are talking about the current economy. If yes, various sources tell me it is more like 80%.
U.S. Bureau of Labor Statistics says:
The BLS has two "service" definitions. The 80% figure includes almost literally everything that isn't producing physical goods, including doctors, lawyers, professors, and software developers. The 21% figure is the BLS's "service occupations" subgrouping that you would consider more traditional service work - preparing and serving food and drink, cleaning, hired guards, etc.
