Green card backlog is so big for indians that this makes no difference. Except for one thing: this program apart from putting you on the green card waiting list, extends your H1-B beyond the initial phase, and also lets you change employers without restarting the whole process. Now that you can't change employers, the effect on employer leverage and salaries just worsens the existing situation w.r.t the stated goal of the government.
