Hiring remote workers also doesn’t require filling out H1B applications and dealing with USCIS. If using remote workers was just as good, companies would already do that.

I assume you mean offshore rather than "wfh" style remote. If so, companies already do that and they have been doing it on a much larger scale - https://www.reveliolabs.com/news/business/american-companies.... This will simply be another accelerant.
