Why did it took decades to see this simple H1-B industry practices thriving in glory? The post-grad visa machine, core practices of consulting companies, salary differences etc?

Once you have hard-working foreign workers available for less salary, it is highly natural a huge industry would come up and work hard to make gains of the worker supply chain. Elementary, Uncle Sam.
