Not sure if you're being sarcastic or not, but the US govt has no power outside its territory. If some US citizen commits a crime abroad, he/she can be prosecuted outside the US. This does not interfere with US sovereignty.

I don't know what planet you live on but this hasn't been true for the better half of the last century.
