Can the ICC now please just put an arrest warrant out for Trump, Rubio, and anyone else involved in these sanctions.
It would be a farce to try, of course. The American Service-Members' Protection Act gives the president power to use "all means necessary and appropriate to bring about the release of any U.S. or allied personnel being detained or imprisoned by, on behalf of, or at the request of the International Criminal Court."
It would, at the very least, effectively bar them from visiting any country that has ratified the Rome statute.
I don't think any Rome signatory attempting to arrest a former US head of state would go well for them. And I don't think they would try.
The ICC doesn't have jurisdiction in states that haven't signed up to the Rome Statute, and the US has not signed up. As President, Trump is protected under the Vienna Convention when he travels abroad so he can't be arrested even in other countries.

Go ahead, indict Trump. Trump, being the provocateur that he is, would travel to the Hague, or wherever else, and he would not be arrested. The ICC would do nothing and exposes its toothlessness as a performative political tool of center left Europe.
