Why shouldn't society value stability of one's quality of life?

"MOAR PEOPLE PER UNIT OF LAND = BETTER" is not a law of the universe that we must all obey, it's a preference too.

One version of policy sets limits on how many people can live on a parcel of land that is well below the number that could happily and healthily do so.

The other does not.
