Not sure I can agree, but the idea is interesting.
While the set is finite, software comes and goes. Just look at the tools to build software over the years.

I can agree with this. It will be harder to justify engineers sitting on laurels. Google could afford it before but I can see how it will be under more scrutiny now.
I know I’m right as I’m doing the very thing stated - taking 4 related businesses and consolidating - leaving behind many mortally wounded/dead.
You either get it or you don’t - not my problem.
