It is far-fetched because it is an attack by thieves on consumers, not a state intelligence agency and intelligence targets. It's far-fetched for me to fly an B-2 bomber, but it's been commonplace for US government for decades.
Thieves and intelligence agencies can be one and the same, see North Korea... Crypto is especially useful for heavily sanctioned countries.
