Most countries have laws that tax all tobacco sales and direct those proceeds into public education campaigns that warn of the dangers of nicotine. These are multi-million-dollar PR campaigns; I like gwern’s essays but they don’t stand a chance against that level of background radiation. A normal person essentially cannot be convinced that nicotine is safe.
