Has to be, from necessity. If there's one big central site it's easy to shut down, so there have to be lots of small sites

... they're open source apps that run on your computer. The apps themselves are not illegal. How will it be "shut down", again?
As we've seen in the past, the app doesn't have to be illegal. It just requires evil corpos with unlimited funding to allege that it is. Then the open-source developer is put in the position of spending money they don't have on lawyers or closing up shop.
