The decision not to add leap seconds was already taken. This resolves the remaining issue (the agreement which brings UTC into existence says it tracks solar time, but TAI doesn't actually do that) by kicking this particular can so far into the bushes that our civilisation almost certainly won't ever need to resolve it, while also acknowledging that if you were annoyed by it thousands of years in the distant future you can do a trick so trivial that many places in the world do it twice per year today and barely notice.

The can kicking (inventing a "leap hour" we will almost certainly never use) is what this resolution was about, the decision that leap seconds were a bad idea pre-dates this significantly. Leap hours were always a likely candidate for the can kicking exercise, but I believe there were other possibilities.

Imo, the best solution is to just keep every time/date format eternally backwards compatible. And if you do need a change, whether that's leap seconds or daylights saving changes or whatnot: just create a new format
