Cybertruck does not have EU homologation so Tesla can't sell it in EU. Because at the moment they don't want to.
You can buy it, import it and certify for legal use. It requires minor modifications but is perfectly legal.
No its not 'perfectly legal' in the context the original comment was made.
Its not allowed to be sold to the mass market in Europe. The import law is something different.
