Hm. That's not what I remember. I remember he ordered an investigation into the origins of the virus but I don't remember him singling out China as the origin. That was Trump, who called it a 'Chinese virus'.

He ordered an investigation into the origin of the Virus at a time when these racist conspiracy theories were proliferating, while at the same time he did not exclude investigating these obviously racist conspiracy theories. He played right into the hands of racist conspiracy theorists.
To me, and to many of us on the left wing, it was obvious what he was doing. The theory of natural origin had become the de-facto scientific consensus when he started this “investigation”. That is he was muddying the waters and trying to stir up anti-China sentiment among Americans in his political favor.
