Assuming it passes, I wonder if this will have an unintended side effect of giving studios and publishers “no choice” but to only make SaaS-based games going forward.

Let them, let's see what happens when their sales plummet. GOG exists, & there's so many games in this world that it'll last me a lifetime to play all the ones that seem interesting to me. The market will be the judge and I think the final outcome will be favorable to the consumer.
