I was thinking about this problem; the solution would be that when you buy a game you get certificate of ownership, meaning that you can invoke your ownership right at any games distribution platform e.g. Steam, EGS and GOG or any console digital store. But the problem is that there would be a backlash by aforementioned games distribution platforms and publishers because they want you to buy the game wherever you go and wherever you play.
