Not OP, but that is exactly what happened in my neighborhood. It has parks and trails and several sports courts, two playgrounds, dog parks. It was all turned over to the city to be public land to avoid having a HOA.

No. It's just land around the neighborhood, easily accessible to anyone in town (or nearby towns).
