So even if your OS trusts these certs, programs written in Go won't. This is extremely unusual and makes me think someone got a National Security Letter.

The certificates are not trusted, they have a certificate revocation from the issuer associated with them. Your OS trusting these certs is a symptom of it not getting an up to date CRL.
