It's not particularly surprising. China wants people to use electricity. Germany wants people to use gas/oil. The rate of electrification in respective country reflects that preference.
I don't think that the steering effect (away from electricity) on private people is intended. It's intended to keep industry in the country. Makes sense, but still, it feels unfair as a private person.
