A/I didn't break any laws at all, not even US ones. But the US president currently gets to override US laws, so they still committed a crime in the US despite not breaking any law, but even the US president doesn't have that power outside the US. No crime was committed in the Netherlands, nor in Italy. It's actually illegal in Italy for their Italian bank to keep A/I's money, since that's plain old theft - they're currently figuring out a way to give it back to them without triggering the mango.
