I think the country itself is irrelevant, I'm an expat there as well as the people who exhibit the behaviors discussed (different backgrounds though)
Anyway, the main point remains, not all cultures have the same values and if someone comes from a culture where taking advantage of others is celebrated, (for your own sanity) beware
