Lol you must be joking. Most individual rights are long gone in Europe.
Giving people individual rights is just one of many paths towards having a government incapable of doing many things.
By what measurements? It seems most of Europe has such unrestricted government that it is borderline fascism.
In what way? It doesn't seem that way to me.
