I'm also from eastern Europe. This scenario you mentioned wouldn't be stopped by your inability to jailbreak the device. A criminal gang willing to go this far will just get your relative to send them money directly, or buy gift cards or send a western union transfer or literally just give them cash. Or like you said, they will literally buy your relative a new phone to set up for banking.
