Are they comparable? Oracle develops a TON of software. Go click around their website for a while and see for yourself. I have a part time job there and haven't seen obvious bloat in any parts of the org I interact with, if anything a few parts could use more staff especially after the layoffs. It's so large they have a giant A-Z index of products:

https://docs.oracle.com/en/browseall.html

So when you dig in you can easily see what all those people work on.

Whereas, Uber is basically two services (ride sharing and food delivery). So there it's a bit harder to understand. Of course they're in lots of markets and have a huge human support surface area because of all the drivers and riders. Probably most of those employees aren't working on the products.
