There's a "Select your adapter" option right below the memory and storage options that lets you select between the 70 W and 96 W options.

In some parts of EU and the UK there's no bundled power adapter, due to regulations. Historically, Apple has offset the cost of the laptop to accommodate this. Not sure if they're doing the same here.
Do people read the parent posts people comment on.
Even if that were the case, it doesn't point to there being a power supply shortage which is the point the original commenter was making.
