This is what happens what the defacto implementation, CPython and its external API, is effectively the specification. That includes all the incidental side effects that were not explicitly designed, but inherited as a quirk of historical implementation. It's next to impossible to retrofit a JIT given these constraints. ECMAScript has a proper specification and several implementations.
