In a democracy, voters are free to petition their elected officials regarding policies which affect them. I think that should usually be enough.

In a democracy, voters are free to petition their elected officials regarding policies which affect them. I think that should usually be enough.
It's not, as those policies allow those in power and currently benefiting from the status quo to abuse minorities. It's why rights and equal protections have to be codified.
