Realistically, he probably shouldn't have been allowed to return as captain after being so uniquely compromised. Keep him in Starfleet, sure, but maybe stick him behind a desk or lectern in San Francisco.
And yet... Earth would have been destroyed had they done that.
The main issue was his PTSD.
