Same way you would with missile guidance/targeting software (ITAR in the US, or equivalent in other MTCR countries). You probably wouldn't prosecute individuals running models locally but create a chilling effect by scaring any semi-upstanding citizen from openly hosting/developing models (and no US business would touch it with a 10ft pole).
