I find myself wondering what "less sympathetic" and "significant headwinds" mean in the minds of people in the upper echelons of the AI industry.

Rules for training frontier models? Requirements for renewables to power data centers? Actually having to pay people for the content you train on? Data center rules that would end them going behind the backs of local electorates to get governments to approve the building of data centers?
