No, it does. I donated 16 GB, and my FF usage slowly went up to 24 GB
I tried to upload 16 GB to help Zuckerberg, but the GUI is suspicious.

From a quick skim of the page source (including a dynamically created iframe) it just does a little animation and locally allocates some useless arrays in JavaScript to waste your "uploaded" RAM.
