Oh. That explains a lot.
In the spirit of POC||GTFO, I created a user called "testuser" on my work machine (running Windows 8.1) today, and I couldn't reproduce the problem. It seems the missing "with Bing" part may be responsible...
It applies to every version of Windows 8.1, according the docs, not only Windows 8.1 with Bing. To be fair, its an intermittent problem, so could just happen on longer intervals or some other scenario.
We can't have that. Someone fix that bug and get it to start using up CPU cycles!
