Medical software still has huge rooms for improvement. Combining complexity with bureaucracy will just result in issues, never mind that in hospitals the sheer volume of porting things is a recipe for keeping legacy systems alive and plenty of technical debt. Good luck getting rid of you MUMPS system. Or dot matrix printers (AFAIK still required in Germany, as some forms require a literal carbon copy).

On the other hang, as with travel agents, it might be that the old mainframe-based legacy system is better than the Windows/Web-based replacement, UI-wise.

And never mind the software, against the ever-changing requirements of the state and insurance companies, the IT gods themselves struggle in vain.
