Technology at this time is nothing but an extension of human will. There is no indication or path that it has yet left our grasp. Therefore we are the limiting factor. Just as nature or the divine might have been the will that allowed us to emerge.
but if it ever leaves our grasp, you won't notice when it outpaces us, it's going to be so quick.
