Running

  $ echo min-cache-ttl=300 | \
      sudo tee /etc/dnsmasq.d/99-min-cache-ttl.conf

will likely cut down on the number of forwarded queries by a large amount. Adjust the value (in seconds) to your needs.

Don't forget to run

  $ sudo pihole restartdns

afterwards.
