I've been in this situation many times before. The way to to it is to not only ask, but suggest a possible reason:

"What's the issue with sshd? Does it not have an option to do x?"

By following with the potential issue, you are not saying "Are you retarded?", either by omission or directly. You are leading the tone of the conversation down the productive path.
