No, that's not the converse. The license says exactly what it means, which is:

THE SOFTWARE IS PROVIDED "AS IS", WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED,

Period. Calling it a 'liberal license' doesn't mean what you think it means.
