Isn't trying to break security of the "entire internet" some kind of crime (despite whatever the excuse is)?
People got swatted for less.
Interestingly enough, this is more a case of being a dick. That is not illegal. If an AG does not levy a charge, no crime has been committed.
This does not at all mean the behavior in question should be condoned. This fails the sniff test worse than thioacetone.
