Not to split hairs here, but lets separate this into a few different traits. Smart, intelligent and cunning.

Most dictators are not very intelligent. Just like Donald Trump is not very intelligent.

Cunning and with social smarts would be apt. These guys really know how to play people off each other, and manipulate, like, really well.
