In a world without nukes, we would've been all about precision targeted ICBM munitions. In a war they would've been used to hit government centers, military bases, staging and supply areas, oil refineries and wells etc.

It's an infinite range weapon which arrives in 20 minutes to kill a target your spy satellites see. They would be used all the time.
