Is skylark (now called starlark btw) general purpose? Its my understanding that its largely used for configuring bazel.

Is skylark (now called starlark btw) general purpose? Its my understanding that its largely used for configuring bazel.
It is used by other tools like Tilt https://tilt.dev/ (a Kubernetes dev tool)
